II. General Requirement, Major Tasks, Policy Measures of Strengthening Small and Medium-sized River Management and Mountain Torrents-triggered Geological Disasters Prevention and Control

To start the work of small and medium-sized river management and mountain torrents-triggered geological disasters prevention and control as soon as possible and carry forward relevant work in a practical manner, will meet the pressing need to strengthen the establishment of a comprehensive flood prevention and disaster mitigation system, as well as to improve the disaster-respond capability. It satisfies the consequential purpose of safeguarding life and property of the people, and building a socialist harmonious society. It is also a major approach to maintaining the momentum of social and economic development, and achieving the goal of building a well-off society in an all-round way.

In view of this, we must adhere to the guidelines of giving top priority to people, carrying out prevention and control scientifically in accordance with law, integrating prevention with control, and taking prevention as the major approach; follow the principles of overall planning, step by step implementation, highlighting priorities and ensuring accountabilities. While speeding up the management of major rivers and lakes, we will promote the work of small and medium-sized river management, repair and reinforcement of small and medium-sized reservoirs, and prevention and control of mountain torrents-triggered geological disasters, giving priority to region venerable to floods and mountain torrents-triggered geological disasters. We plan to solve the outstanding issues in the weak links of the current flood prevention and disaster mitigation system in about five years, so as to better safeguard life and property of the people, and maintain the momentum of economic and social development.
