Gao Jianlong graduated from the Finance Department of Xinjiang University of Finance and Economics in July 1982. From August 1982 to April 2012, he successively held positions of Lecturer, Associate Professor, Professor, Deputy Director, Director, and Vice President at the Party School of the Xinjiang Committee of the CPC. From September 1985 to July 1987, he undertook a postgraduate program at the Party School of Shaanxi Provincial Party Committee, and from March 1989 to July 1989, he participated in a training class on economic theories at the Party School of the Central Committee of CPC. Mr. Gao is a specialist lecturer on theoretical studies and an expert advisor on legislature of the Xinjiang local government. He is also President of the Xinjiang Society of Marketing, and Vice President of the Xinjiang Society of Economics. In the last five years, he has led four state- and-provincial-level social science projects, two commissioned research projects, and has published five books and proceedings in addition to nearly 20 papers.

Abstract

The ancient Silk Road in history exerted huge impact on the social development of various areas on the Eurasian continent. It was the most important trade route in ancient society, symbolizing the cultural exchanges between East and West, and bridging the

understanding and friendly exchanges among various countries, peoples, and regions on the route. In recent years, China has conducted outstanding cooperation with

nations on the Silk Road in terms of trade investment, channel construction, politics and diplomacy, social security, cultural exchanges, education and so on, laying the foundation for further cooperation and building a win-win relationship within the frame of the Silk Road Economic Belt. Xinjiang lies on the convergence of the northern, central and southern channels of the Silk Road Economic Belt, and it is also an important juncture and hub of the east and west economic circle. Thus it boasts prominent advantages in its location, resources and culture. Xinjiang is intended to become an important center in terms of traffic, trade and logistics, finance, culture, science and technology, and medical treatment. It also sets to be built into an oil and gas production, processing and reserve base, a coal, coal power and coal chemical base, a wind power base, and the core region of the Silk Road Economic Belt so as to help countries along the belt to cooperate and build a win-win relationship. To build the Silk Road Economic Belt, we need to release the role of some international organizations, balance the relationship between economic exchanges and political mutual trust, coordinate the construction of roads and other infrastructure, and create a safe, harmonious, clean, and efficient environment.
