Chapter 3.  Requirements for Pay Channel Programs
 
Article 20. The establishing institutions shall be responsible for the content of the pay channel programs, and shall implement an  examination before the broadcast and a re-examination before a re-broadcast. The following contents are prohibited in any pay channel programs:
 
(1)  That which opposes the basic principles determined in the Constitution;
 
(2)  That which endangers the unity , sovereignty, or territorial integrity of the state;
 
(3)  That which divulges state secrets, endangers national security, or damages the honor or interests of the state;
 
(4)  That which incites national hatred or ethnic discrimination, undermines the solidarity of the ethnic minorities, or infringes upon national customs and habits;
 
(5)  That which propagates evil cults or superstition;
 
(6)  That which spreads rumors and disturbs the public order or destroys  public stability;
 
(7)  That which propagates obscenity, gambling, or violence or instigates crimes;
 
(8)  That which insults or libels others, or infringes upon the lawful rights and interests of others;
 
(9)  That which endangers social  morality or the excellent national culture and tradition;
 
(10) That which contains other contents prohibited by laws, administrative regulations, or by the state.
 
Article 21.  The pay channel programs must accord with specialization and target-oriented demands and must be broadcast not less than 90 percent of the overall broadcasting period of a day.
 
Article 22.  The news or information programs of the pay channels shall be truthful, timely, and impartial. Non-film  or non-television program pay channels shall not broadcast films and television programs.
 
Article 23. Those broadcasting films, TV plays, and cartoons  on a  pay channel shall obtain  a Permit for Public Screening of Movies, a Permit for Issuing TV Plays, or a Permit for Issuing Cartoons in accordance with the law. Other broadcast radio and television programs  shall be self-examined by the pay channel.
 
Article 24.  The  broadcasting of foreign films, television plays, and cartoons of pay channels shall take up no more than 30 percent of the overall broadcasting time of the day.  No foreign radio and television program channels or columns shall be rebroadcast in any form.
 
Article 25.  A pay channel, other than a channel approved especially for broadcasting advertisements or providing advertising information services, shall not broadcast commercial advertisements except for promotion of the sale of the pay channel.
 
Article 26. China's State Administration of Radio, Film, and Television may make a decision to stop broadcasting, to change programs, or to assign particular programs under special conditions.
 
Article 27. The relevant activities concerning the pay channels shall be in accordance with the
Copyright Law of the People's Republic of China h the relevant laws and regulations for the purpose of protecting the lawful rights and interests of the copyright owners.
