The Central Committee of the Communist Party of China and the
State Council released a document on January 29, 2007, dubbed the
No. 1 central government document. It represents the government's
first set of major policies for the year. The 2007 version focuses
on rural development for the fourth consecutive year, saying that
the Chinese government's top priority in building a new socialist
countryside is the development of modern agriculture.
