The Permanent Mission of China in Geneva, together with the permanent missions of Pakistan and Zambia, has convened a high-level dialogue on AI governance entitled "Geneva Dialogue: Solidarity for AI Governance" at the Palais des Nations, home to the United Nations Office at Geneva, Switzerland.

Over 150 participants attended the event held on Tuesday, including Permanent Representatives of member states, senior officials of international organizations, and academics.

In his opening remarks, Chen Xu, Permanent Representative of China in Geneva stated that the Global Governance Initiative and the Global AI Governance Initiative put forward by President Xi Jinping charted the way forward for global AI governance.

Chen noted that China serves as an active advocate, promoter, and pioneer of AI capacity building, and is actively advancing the implementation of the UN General Assembly Resolution Enhancing International Cooperation on Capacity-Building of Artificial Intelligence.

Calling AI "the common wealth of all humanity," Chen stressed that its development should not become "a game of the rich countries and the wealthy."

He urged all countries to uphold the vision of a community with a shared future for humanity, persist in innovation and openness, maintain collaborative governance, ensure equity and universal benefit, and fully leverage the advantage of Geneva as the hub of international organizations.

All parties should collaborate to ensure the development of AI for good and for all, making a public good that can benefit humanity, Chen said.

The opening session also featured remarks from several senior international officials, including Tatiana Valovaya, Director-General of the United Nations Office at Geneva; Amandeep Singh Gill, UN Under-Secretary-General and Envoy on Technology; Professor Celeste Saulo, Secretary-General of the World Meteorological Organization; Dr. Bilel Jamoussi, Deputy Director of the International Telecommunication Union; and Gilles Carbonnier, Vice President of the International Committee of the Red Cross.

Participants emphasized the importance of broad participation, fairness and order, solidarity and cooperation, inclusiveness and universal benefit, and action-oriented approaches.

It was acknowledged that this dialogue injected important momentum in the lead-up to the convening of the first session of the UN Global Dialogue on AI Governance and provided meaningful impetus to global AI governance.
