Beijing recently released a new action plan to accelerate the high-quality development of cross-border e-commerce from 2025 to 2027.
By 2027, the city aims to establish three cross-border e-commerce service and exhibition centers, attract leading e-commerce platforms with annual revenues exceeding 10 billion yuan, and cultivate a cluster of high-value brands each worth at least 1 billion yuan.
The plan focuses on cultivating service providers across the sector and encourages peripheral districts like Shunyi and Daxing to leverage their industrial strengths to attract investment and develop specialized e-commerce parks, focusing on logistics, innovation, and professional services. Beijing also aims to foster competitive enterprises in platform operations, digital marketing, data analytics, customs clearance, payment solutions, and tax compliance.
Key initiatives include the "Beijing Brands Go Global" program, which offers financial support for product certification, overseas intellectual property applications, and trademark registrations for eligible enterprises. The city also plans to foster emerging business models such as cross-border livestreaming and short-video marketing, encouraging collaboration among platforms, brands, and multi-channel networks to create integrated marketing ecosystems.
To strengthen support services, Beijing will streamline export procedures, establish dedicated green channels for customs clearance, and provide 24/7 appointment-based processing.
