During the 2025 National Energy Conservation Week, Shenzhen's Luohu District launched a trending hashtag on Douyin promoting green living. The campaign attracted over 10 million views, 162 active contributions, and reached more than 4 million people, sparking greater public awareness of energy-saving and low-carbon lifestyles.
Smart upgrades for safer, greener living
Addressing residents' concerns over aging infrastructure, Luohu is leading Shenzhen in renovating 728 old elevators across 82 residential communities. Notably, a project in Donghu Subdistrict became Shenzhen’s first elevator renewal supported by ultra-long-term treasury bonds.
Luohu has also rolled out smart home upgrades for elderly residents, hosting its first intelligent eldercare fair featuring over 300 products from leading providers. In 2024 alone, nearly 5,000 households participated in renovation programs, with spending levels topping citywide rankings.
Boosting green industries and consumer spending
Luohu is also fostering a greener economy by encouraging “trade-in” schemes for cars and home appliances, stimulating 12.2 billion yuan in sales so far this year. Industrial investments in technological upgrades reached 284 million yuan between January and May, up 12.25% year-on-year.
With over 100 green, low-carbon enterprises now operating above designated size, Luohu’s contribution to Shenzhen’s strategic emerging industries continues to grow. The district is transforming 30 key buildings into themed innovation hubs with 1.5 million square meters of premium industrial space, integrating incubators and accelerators to support clustering in advanced fields.
Flagship projects like the China Gas Tower and Yueshui Tower are leading the way. The former, part of the Sunning area, focuses on natural gas trade and dual-carbon technologies, housing a zero-carbon research institute and dozens of green-tech companies.
Pioneering green architecture and financial innovation
Luohu is making efforts in near-zero carbon zones, with 13 local projects—including schools, conference centers, and parks—comprising a quarter of Shenzhen’s citywide total. The district is home to China’s first low-carbon children’s park, and its administrative center now pilots “Energy Efficiency Insurance,” a novel model that brings together government, financial, and technical support for sustainable upgrades.
Big Wutong: Shenzhen's eco-tourism jewel
At the heart of Luohu’s transformation is the Big Wutong Ecological Integration Zone, a low-density area prioritizing nature preservation and covering iconic sites like Wutong Mountain, Shenzhen Reservoir, and Xianhu Botanical Garden.
In March, the zone hosted the 10th Rhododendron Festival and launched “low-altitude flower tours”, attracting over 80,000 visitors and generating over 100 million online views. Affordable aerial sightseeing packages and a vibrant cultural program have made the area a model for low-altitude economic development.
Looking ahead, Big Wutong is positioning itself as a hub for eco-friendly industries, planning high-end wellness resorts, luxury eco-hotels, and themed attractions such as firefly parks and extreme adventure centers. The district is also exploring cross-border collaborations with Hong Kong to create a "Wutong-Honghualing-Baxianling" ecological corridor, setting a new benchmark for integrated eco-economic development in the Greater Bay Area.
